My wife and I have used several calling cards bought at local retailers and have found that the $ rate changes constantly. She tells me its the Country of Mongolia or USA. I believe it's the calling card companies. I want a stable rate thats inexpensive.

Yes, since deregulation of telecom its open to charge what they want. You need to go back to the cheap charges paid in the past and forget the rest.
