If I call someone in El Salvador with a calling card, do they have to pay international rates to receive it?

I have a calling card and am calling someone down there, I was wondering if they have to pay the expensive international calling rates too if I call THEM.

Reply:just you, $2 will get you about 20 minutes, $5 about an hour. if you call a cell phone it will be more for you. but they dont pay.
