Rate to call a cell phone using Walgreen IDT calling card?

I just bought an IDT calling card for Mexico at Walgreens. It says the rates are 5 cents for some cities, 9 cents for others, and 12.5 cents for the rest. Then it says rates are higher to call a cell phone (which is what I would normally do, to a friend in one of the cities where landline rate is 12.5). Does anyone know the cell phone rate to Mexico on the IDT cards?
