If I buy an international calling card to call someone in Europe, I know that the minutes on my card get knocked off, but will the person who answers the phone get billed for an international call?

Reply:Usually no they would not, but that also depends on what type of calling card you are using and what their restrictions are. Always go with a well known calling card company. Most of the big names are a little more versatile and easier to use. Heres a few, this may help. I think Pingo is the best choice but that is my personal opinion.
Reply:Hello. The answer to your question is, No. The minutes come off of the card that you have purchased. If you call from your cell phone you will use your allowed minutes (plan minutes), and then pay the rate advertised where you purchased the phone card. You can search Yahoo for (phone cards), and select from good companies. I use two that I have been satisfied.
